
Debra A. Harley, Ph.D., CRC, LPCC-S, is the Wallace Charles Hill Professor of Counselor Education and a Provost’s Distinguished Service Professor at the University of Kentucky and graduate faculty in the Counselor Education Program. She is coordinator of the rehabilitation counseling doctoral program. Dr. Harley is a Certified Rehabilitation Counselor and a Licensed Professional Clinical Counselor. She served as a Commissioner of the Commission of Rehabilitation Counselor Certification (CRCC), is past editor of the Journal of Applied Rehabilitation Counseling and the Journal of Rehabilitation Administration and served as editor of special editions for multiple rehabilitation counseling journals. Dr. Harley has published six books, 105 refereed articles, and 93 book chapters on cultural diversity, rehabilitation in addiction, LGBTQ populations, ethics education, and offender populations, and a series of book reviews, editorials and conference proceedings. She is recipient of the Vernon Hawkins Pioneer and Leadership Award from NAMRC, Bobbie Adkins Researcher of the year Award from NAMRC, Sylvia Walker Education Award from the NAMRC, Rehabilitation Educator of the Year Award from NCRE, and a Switzer Scholar.
